Update digest-sha on any source change

The nqp-config.nqp file contains a checksum of all the source code. That checksum needs to be up-to-date for a logic in Rakudo that forces a rebuild depending on changes in NQP to work. So make sure the checksum is regenerated whenever the sources change.

Include P6QRegex sources in common sources

This allows us to use `$SOURCES` as the dependency of `nqp-config.nqp`. As
  `$SOURCES` is only used in dependency specs, I think adding P6QRegex won't
hurt.
