And the answer is honestly one of time -- not that I have none, but that I am spending it all on preparing for when things are farther along, rather than working on the current state of things. I do that all the time when testing QDRDBMS changes, that is just doing make test in its own folder
if you are simply adding a new ext/ project, then you'll have to run Pugs' Makefile.PL again but otherwise its make isn't necessary for the ext/ make test to work 21:49

I learned the hard way that it does apply.
Had to give up and reinstall Perl from scratch.
