Implement a .raku method placeholder for now

So that the first release of Rakudo with some references to Raku, also has the .raku method working. In the future, all .perl methods in core will be renamed to .perl, and Mu.perl will then call self.perl.

I'm trying to look at R#3075 again and I see that the problem is that a unit with one class gets unmerged stash from another unit with another class only because their names start with Amazon::AWS::EC2. 23:35

I think that code was at some point moved into CORE.setting, meaning it could actually just do an nqp::istype against Stash rather than look at the name :)
