RakuAST: add RakuAST::Node.rakudoc method

Helper method to produce the outer Rakudoc objects of a given AST (aka, the RakuAST::Doc::Block and RakuAST::Doc::Declarator objects). Note that the RakuAST::Doc::Block may have embedded RakuAST::Doc::Block in its .paragraphs, so recursion may be necessary.
